It's a step up transformer issue - costs more to fix than to buy a new tv. Keep doing the on and off thing until it doesn't work anymore and then replace. I just did the same last year.

This is only two possibilities of many. Sony TVs do that when the feedback pulse to the microprocessor gets interrupted or weakened. If the G2 control voltage is increased and the problem goes away you have a faulty picture tube. This is usually only a temporary fix because the higher the G2 the more washed out the picture becomes. Or it could be a vertical problem and the set goes into protect mode and shuts down.

My 1981 Sony died last winter and I replaced it with a $250 Toshiba from Best Buy. I don't think you can fix anything that old for that kind of price.
BTW I got a tube tv, waiting for more stations to broadcast in high definition before I look at the LCD tv's.

On the other hand it could just have a dry soldered joint on the CRT neck board , if the heater pins are dry jointed you get the fault as you describe ! wish I had a dollar for every one like that that I have fixed over the last 45 years !!!
