RIng worm. Psoriasis kinda looks like that. Why don't you have her ask a doctor?

If it looks like ringworm, it is ringworm.

Ringworm is a skin problem that can affect many parts of the human body. When ringworm appears on the trunk, hands and legs, it is called ringworm of the body. It is also called tinea corporis. Different areas affected by ringworm are given different names. The ringworm of the scalp is called tinea capitis. Though the name is ringworm, this disease has nothing to do with any worm. Someone told me I had the same thing it was like a fungus that was discolorment of the skin, my dermatoligist said that it is hereditary and but it is not contagious so most likely you will get it Im sorry I would suggest a tan it help cover the "Ringworm" up Mine didnt itch or anything it just spread down and up my arm on my chest and back (sorry if I am grossing you out)

Have her put some athlete's foot medication on it and see if it gets better. Ringworm and athlete's foot are caused by the same fungus. If it does not get better, she should see a doctor.

If it is ringworm, it is contagious.

It might be one of the many conditions caused by yeast (Candida). That can be transmitted by bodily contact, but it is unlikely you will get it from your mom. If her rash quickly subsides by use of an antifungal cream (generic in California is clotrimazole) then it is likely to be a yeast caused rash.

let me see the pictures, if the skin is getting puffy it probably is ring worm, which is easy to get rid of with an anti fungi cream
