The term "linux" can be used to describe both a kernel and an operating system. A kernel is the most fundamental part of any OS, so the terms are technically a bit interchangable. But most of the time, the term is used to describe the OS as a whole, and "linux kernel" is used to describe the kernel as such.

You can strip everything down and leave a Linux system bare naked to its kernel and it still Linux. So a kernel I would say.
