My friend had terracotta floors in her main walk areas for 30 years and they always looked fabulous. A builders supply store, Home Depot or Lowe's should have a specific sealer for your tiles> Check there.
For cleaning, I would use a small home model electric floor scrubber with stiff brushes., this will save and enormous amount of elbow labor. Check for a specific tile cleaner in the same general area that you find the sealer.
Concrete splatters are tricky to get off but I got some off of a metal door after many years with washing. The liquid in concrete is water so once it was wet enough I was able to scrub it off.
I would start with simply scrubbing the floor with a simple cleaner and the scrubber, then mop to see how much real hard stuff there is to still get off.

Personally, I use a diluted bucket of sugar soap, then rinse down with clean cold water. Wear gloves though and keep any pets away - sugar soap is an irritant. Get from any DIY store and probably supermarkets.
