Digital cameras are basically small PCs, not cameras like the 35mm, so don't assume the best camera maker is the best digital camera maker. Kodak has done very well with their Easy-share cameras, Nikon, so-so. Canon is generally a very good choice (they have made both PCs & cameras for years, as has Sony.) Check reviews on websites like www.digitalcamera.com, and remember a few points; electronics need power, if the batteries aren't up to the job, they may just shut down! The more digital zoom you use, the more suseptable to shaking (blur) you will have.
On a budget, I would recomend Kodak Easyshare C330 (4 megpixel and 4x zoom). It give excellent outdoor pics and decent indoor (but remember to use Nicads). Canon also has some excellent models (A610, 5 meg, 4x zoom). Sony is good, but requires memory sticks that no one else uses. SD memory is much cheaper and you can use it in other brands. Check www.digitalcamera.com for owner coments before you buy. Weak points are power, fragile LCDs, weak flash & blurred photos. Just remember, the more zoom you use (especially digital) the more likely it will blur the picture.

The Panasonic Lumix FZ7 is one of the best cameras on the market. It has the largest optical zoom of any non-SLR camera (12x). It has a 2.5" LCD screen with a High-Angle mode that allows you to take pictures easily in crowds. It also has a simple mode for beginners and a full manual mode for more advanced users. Its video is superb. Even better, it comes with a lens adapter and lens hood to minimize glare.
I bought this camera a month ago and am very pleased with it. I can take closeup pictures of things from so far away. It is light and small for the amazing zoom you get. I would highly recommend this camera.

a small camera with 5 meg pix of a good make ie sony is best for normal use. The smaller the better because you will use it more. Getting top quality shots go for high end with zoom lens etc..
For cheapness go for a web cam off ebay, get it for nest to nothing.

Agree Canon very good. I have the 600 model. Bought it on line from Amazon and took advantage of credit card deal (Minus $40.00). As I recall it was under $300.00. It also takes SD memory (very inexpensive) By searching the web I bought Batteries for about $8.00.
Called Canon on technical questions and the replies were from knowledgeable Americans who were very helpful.

Since you haven't give details of the nature of personal use like whether you would like to click landscape, portraits, wildlife etc, I won't be able to give a detailed answer. So Please check www.dpreview.com for an exhaustive list of cameras and reviews and you should be able to make a decision.
You can check ebay for the price.

topcat-TEC has given you some good advice, except on batteries. Do not waste your money on Nicads, buy Nimh batteries.
