I think the more important question might be which will be the larger investment, and how long will you keep the wall color,,,and/or the draperies.
Certainly the drapes can accent or compliment other things about the room such as carpet or floor coloring, furniture, etc. Paint as well as drapery is easily changed, as are moods or a design for living in that room.
No answer here will strictly be right or wrong, as we all have preferences and opinions, but everything in the room should either compliment each other or be of mild contrast and accent.
I personally don't enjoy Earth tones at the moment, and they were so widly used here in the 70's, but they can be very nice in rich wood tones or accents.

Do you have any other furnishings in this room?
A sofa color maybe to help tie it in?
It depends on the feel of your room....what other colors you have in there and the style....
WIth a low ceiling...you might go with a vertical stripe print for the curtains to help give an appearance of heightening the ceiling....as long as there are no other print fabrics in that room that may conflict....even if you do have a print fabric on your sofa, you could buy a slip cover for it in a neutral solid then accent with the stripe in the curtains and then bring the same stripe into throw pillows for the sofa.

My living room is also a light yellow with a white ceiling.
I had drapes made in a simple fabric that is slightly darker yellow with a small fleur de lis pattern. I just love the way it turned out.

If you want to add some color to the place you can do so. You can add darker colors like red, blue, green, etc. to brighten up the living room. Then add accessories to bring out the colors in the curtains, such vases, flowers, candles, etc. Don't be afraid to add color. I am sure you'll do a beautiful job.

Go for a bold color like in the shades of reds with golden yellow accents. You did not say anything about other colors f furniture.

I would go with white lace frilly curtains, with white sheers to match.
Brass curtain rods.
(Just because your rooms is YELLOW, doesnt mean its going to be "bright"! We had a huge kitchen 15 X 15 feet, I painted YELLOW, and it still needed three 100 watts bulbs to make it bright! Unless you have a lot of windows, I would go with the white curtains).

You can use two kinds of plain fabrics with different colors and put them alternately. Of course, one is colored yellow. The other one, you can experiment... but i prefer a shade of green or red.

I love blue and yellow, so I would go with a bright or baby blue color. However, this may clash with your furnishings. If it does, then I would go with white.

Sage green looks beautiful with yellow adn white with wood. My parents have their guest house like that. It is very nice looking.
