Banks in the States will pretty much loan money to anybody because that's how they make money. If you are a foreign citizen, they may charge you an arm and a leg in interest, though. If you're a US citizen, you should apply for the FAFSA. As for applying for loans while being in India, as long as you have an Internet connection with occasional use of long distance phone calls, you should be fine. I applied for all of my loans while in China, but then, I'm a US citizen.
