I have been seeing those adverts about green card lotteries. You need to contact the Embassy direct to see if those things are not scams. No-one except the INS has authorization to grant a non American the right to be a resident but that department. I have never seen or know of any legislation whereby they would or could outsource that right, especially after 911.
