I've got a Canon ZR 200 DV camcorder....is this possible?

You know...the clouds rolling by..fast....people milling about....street traffic, a seedling growing in a minute..etc.

How is this done?

That model is not equipped with a time lapse recording function if I'm not mistaken. Though you can do it the hard way and yes, with the same camera.

I've done it before (Im a newbie by the way):

All you have to do is select a subject for time-lapse recording, place your camera in a tripod, keep it perfectly steady, have a power source near-by since you'll be needing continuous power supply for a long period of time. Depending on your chosen subject, you might need to leave your camera in its position for days.

Select a recording interval, depending on the movement you desire from your subject, then start recording. Since your camera doesnt have that special function, you'll have to manually trigger the record button within your selected recording duration and interval.

Be surprized to what you can do. Goodluck!

It is normally done on a long-record VCR.

As someone else said, it can be done by interpolating (auto or manual) but the results will be vastly different.
