If you refer to someone as "she" it is considered rude, certainly if the person is present, moreso when refering to your mother. A female cat is a "she" cat (male being a "tom") therefore to rebuke you, the saying is used to infer that you are speaking about a cat's mother.

It means it's rude to talk about some one in the third person whilst they are actually there. Saying 'She' instead of using their name implies they are no more important than the cat (or the cat's mother)!

In British English (not the potato-under-the-tongue bastardized brand Yanks speak), it's considered rude to refer to one's mother as a "she" or "her" rather than "mother". Ergo, "Who's 'she'? The cat's mother?" means something akin to "why are you referring to your mum in the third person like she's a dog or something?".

in England its very rude to say she when referring to someone who is there at the time, and shows you've got no manners at all, its only usually little kids who know no better who say it .so that's why we say who she the cats mother because its only acceptable if your talking about the cat. to make the point that your not allowed to be disrespectful

It is considered impolite to refer to someone as "she" instead of using their name. So to rebuke the speaker the cats mother line is said to them.

My Mum used to say this to me if I said, "She did it (or whatever)". It's to encourage people to say the person's name rather than refer to them as simply 'she', which is perceived as rude. Don't know where it came from though.

i dont know the presice meaning but it is basically saying it is rude to say she
you should use the persons name
