While chewing on pastic bags is normal behaviour.....it simply means he might be bored or just wants something to work his mouth with.....swallowing the plastic is NOT fine. Plastic is toxic, and doesn't digest, which means it can remain indefinitely in his digestive tract and cause further problems such as intestinal blockage or lesions.
Try and ensure he gets enough play-time with you each day, and give him a tough kitty treat when he wants to chew on plastic.
In addition, ensure that you keep all your plastic bags in a secure and closed drawer or cupboard, so your cat doesn't have access to them anymore.

It's normal for a cat to chew on them and swallow parts, but it is definitely not healthy. Keep plastic bags away from cats, just as you would keep them away from small children.

Put the plastic bags up and away from the cats position. It is hazardous to any living thing to eat.

My cat does the same thing I always put bags away as soon as I get them, even my guests know. It will hurt him to swallow plastic, he could choke, have his airway obstructed, or his bowels may become impacted. Don't let him near them.

As far as normal? Cat's are never normal.

Yes, it will hurt him. Take away all plastic bags, pretty please.

Yes, play with hin, give him attention, play with him with toys (I tend to buy a new toy every fortnight, about the same rate he manages to pull them apart or totally ignore them). And don't let him chew, let alone eat, plastic bags any more.

You can allow him to play with paper bags, if you remove the handles first.

Yes, it can. Remove access to the bags. He may need more attention, toys, or ???? If the cat's home alone all day, he could be getting bored. Have you considered a companion cat?

Ultimately, they will collect in his stomach and strangulate his innards, killing him slowly and painfully. Is there some reason your cat requires access to plastic bags?

No i dont think its normal, and when i hear this all i can think of is him chewing on it and accidentally swalling it and choking... try and keep them up out of the way so he cant have them... they do make bag holders or keep them in a drawer out of his sight/reach! good luck
