Be honest. At a nice moment, say "You're so lovely... I want to kiss you but I am afraid that I'll freak you out a little." She'll say a yes or no at that point. You don't need a close relationship, really, but don't go too fast, either. It all depends on your girl.

you can have a good friendship and get a hug.... Just really feel the moment and you will know when it is the time to kiss and by the look on her face and her reaction you will be able to tell if she liked it.

take her out more often and then slowly begin to hug then if she lets you hug then kiss her on the cheek if she lets you kiss her on the lips slowly and if she backs away then just say sorry and stop but that wont happen probably

Just be yourself, take it slow, and warm her heart by taking her hand, opening doors, taking her out to dinner and romancing the pants out of her!
