Is oracle installed in ur PC or u are contacting the server.
If former is the case try these out.
This problem happens when ur database(Oracle )not up & running.
Youmust enter first of all valid id n pwd(scott tiger). If it works fine else goto the admin and start the database.
it is one of the option in the start menu.
Then go for SQL+.Again if it is not happening, sorry boss u gotta instal it again.
If it is the later case U gotto talk with ur admin

did you installed Oracle on windows XP. then Oracle will not run on windows XP. only for the first time when you have installed it, that to before restart it will run after restart it will not.
I don't know what could be the reason.
