i want to change my name in passport and in my educational certificate.changing of my name is because of very big name i have now.

You will have to work through your embassy, put announcements in the local Emirates papers like The Khaleej Times and local papers in India in your home state /district.
Then you have to wait for any objections to be raised from both ends.
I am sure that there is a lot more involved, but it is a starter for you.. This is what I remember an Indian friend of mine telling me.
Plus it is going to cost you as you will have to have your residence permit, work permit etc changed as well and embassy stamps to authenticate the documents don't come cheap!
