I press ctrl and F11 but when I get to Restore Page it won't do
anything but allow me to reboot. Any suggestions?

Make sure the hard drive isn't failing... press F12 at the Dell screen as the computer boots, choose Boot to Utility Partition->Custom Test, then run the Hard Drive tests. I do Dell tech support, and this is the only reason I've seen the PC Restore function fail. If the hard drive is fine, contact Dell tech support if you're within warranty. They can send you the operating system media to do a manual reinstall. Just backup your data first!

In XP

Start/All Programs/Accessories/System Tools/System Restore

if that don't work, try in Safe Mode, during reboot hit F8 repeatedly.
