Israel would be blamed and the US as the backers. Then they would scramble around and either the Iranian regime will collapse or they will launch a new war using Lebanon. In the meantime Syria will try and grab the Gollan, China, suffering from the dreaded China Crash will quickly make a dash for new contracts with Gulf countries whilst the US scratches its head gawping at the dilemma and wakes up and invades the guld to potect its oil promise... iraq and all arabs will be running arouns streets shooting each other, Europe will be screaming and shouting since its a failed melting pot of Muslim immigrants and we'll all hail the messiah after its all blown over and half the world is dead !?!!?

Did anybody determine who was responsible for 911 for sure, or did we just blamed it on Afghanistan , Iraq and now Iran !??
Besides the circumstantial evidence alone, would point the finger at these two, I do not know any other country, that engages in pre-emptive strikes !

Regardless of how powerful the explosion, things are left at the site from the bomb or device that caused the explosion. Those things are traceable. If there is Hebrew written on a fragment, Israel is the first suspect. If it's technology that has never been seen before, the United States did it.
If the place just blows up, Iran didn't have a clue what they were doing and its their fault!

Only if they caught the launch on satellite (or visually) and were able to confirm what boat was there. So, whoever owned the boat would know, but everyone else would have to take their word for it.
About the only thing going for the world is that it is doubtful that Israel has sub-launched nuclear capability. That's a significant advancement in miniaturization compared to larger theater-scale operational weapons.

Well, there are ways, if you have enough intelligence. Where did it come from, who had a sub in that area, etc. Also, if you know enough about the different weapons and fissionable materials used to make differnt weapons, AND you could gather detailed data about the radiation after the thing goes off, you could tell where it came from. For example: with detailed study we can tell where a particular batch of uranium came from. That is, which nuclear plant or enrichment facility produced it or where it was mined (depending on which isotope it is...)
BUT, let's face facts: everyone will form a very strong opinion that will be based on primarily on what they want to believe, and not necessarily facts..

Why would it have to be USA or Israel? Russia, France, England, and quite a few other countries have been the recipients of Muslim terrorism that was in all likelyhood, fostered by Iran and the nutcases in power there.

Nuclear explosions have a characteristic "signature". US nukes for example always have a double bang, A small nuclear explosion triggering a much larger explosion. More bang for the buck. Russian nukes always have a single detonation. (Why ours were so much bigger during nuke testing).
