I'd say develop community relations. Crime Prevention and learning to spot prospective criminals. Then there's risk management and training for community crisis management. I'd add in some humanity and women studies so that when they interview rape victims they'd have more heart. I'd also assess what items need to be strengthened in the police dept as a whole and as a team.

It's been done many times. Check with Columbus State University in Columbus, Georgia. They have a law enforcement command college that also offers a five course Professional Management Program certificate. I'm sure there is a local college or state level organization in your area that has courses and curriculum already identified. As long as the courses contain ethics, law enforcement liability, etc.

Eeek professional development for cops? Fore the ones I know I would:

Expect them to do real police work.
Enforce they law and stop worrying about being sued or on camera.
Get out from behind the badge and get to know the people you serve.
Understand that the neighborhoods won't be safe until the schools are.
