I find a nice smile and a slight bow will suffice. There is no reason to feel foolish; this happens millions of times in the world. However, in China, it is against their culture to stare. But being a lone American all the time, I realize I am being atared at all the time. You know, I really appreciate that. That means if I have a heart attack, it will be seen and I could get help quicker.

Ha ha ha... funny question. What ever happened to honesty being the best policy?

There are no rules about this; it's strictly a question of etiquette and purely up to you to choose your own comfort levels for any given case, so don't fall into some prefabricated habit that you intend to use without thought.

People in public places generally don't like to be stared at but there is nothing that they can do to stop you if you choose to be bold enough and disregard their comfort while concentrating entirely on your own interests. So, stare away if that's what pleases you.

I've done all of the things posed here by other responders to this question... looked away. smiled and nodded, etc., but I've seldom been personally more satisfied than when I simply continue about my own business of staring... ogling, in fact, in cases of attractive females... while setting aside any cryatal ball reading over what people might be thinking of my behavior. After all, I'm doing nothing wrong by being honestly enguaged to satisfy my own curiosity.

The responses to staring, however, are quite variable and sometimes quite funny the longer you chose to remain, occasionally drawing the attention of whole groups of people, all looking back and forth as if they're watching a tennis match between you and your somewhat redfaced and uncomfortable object; people from both inside and outside the company of the individual you're staring at all become curious, angry, entertained, and whatnot and as they begin commenting openly with each other, each taking a guess at your motives.... but what else can they do?

It's rude to stare but we all tend do it... and so what. Do what you like. You haven't had fun until somebody says, "Hey Buddy, take a picture; it'll last longer." Or until some guy comes to the rescue of a lady, and threateningly asks, "You got a problem, mister?" --- "No... none at all, thanks, You can go back and sit down. I'm already quite occupied at the moment and I'll thank you not to disturb me again."

If someone is staring at me then I assume they are trying to figure something out about me. I don't get offended. If I'm caught staring it usually means the same, that I'm either attracted or interested. I just smile and look away.

I don't know about staring at people and having to look away, because I find that if you keep looking they either smile or look away themselves, and then you know you have the upper hand in whatever it is that you are staring at them about (like when you stare down a dog)...

but if you ever catch someone staring at you, and it's a guy, walk up to them and say "you know, the last time someone stared at me like that, he was gay"... that's a sure fix for their staring problem... especially when you don't want any witnesses...

I usually look for another second or 2 then turn away. it is natural to stare at things, and sometimes you don't even know you are doing it. now if that person has a big pimple on the end of their nose, then no, look away as fast as you can!!! :o)
but in most cases people tend to look at their surroundings and that person is included.

Honest sometimes I cant help staring either, but when I get caught, I cant help but get the oh oh busted look on my face. that is worse than anyone saying something. and looking away or pretending doesn't work

lol it really depends on who we are staring at in the first place. if it's a crush or someone i like, then i would look down with a smile. if it's just some random person in a public area because i spaced out again, then i turn to stare at other people to seem as if i'm just looking around and not at that particular person only lol.

I am a very curious person, and usually get caught staring at someone because they remind me of something or someone else. if they catch me, I just smile and if they are close to me, ask how they are doing.
