You should have a court date and that is where you'd fight the ticket.

If it is a case of photo radar they have to include pics of you, the vehicle, and the license plate.

If you were not found guilty why on earth would you reactivate the case?

I'm assuming you signed the ticket and sent it back to the court with a check. That's an admission of guilt, the same as if you'd stood in court and pled gulity. The only way to fight the ticket is to petition the court to vacate the guilty plea and reinstate the charge. In your petition, you must state the reasons why the court should let you withdraw that plea. In most states there is a time limit on how long you have to withdraw your plea, usually 30 days. Past that, you don't have much chance of getting your day in court.

Did you read the form you sent in with the fine? It very well may have said something about this issue and you have waived that right. Where ever it was that you read about reactivating this ticket, don't go there any more.

you have the right to a trial...you may have to post a bond if you missed the original trial date, but you should be able to have your day in court.
