You may have to have a city license to do it but I don't think you would need a state one to do your own bathroom.

You have to be licensed (in California at least) to do any work valued over $600. A licensed contractor must be bonded prior to receiving his license. Contractors are not allowed to advertise they are bonded, it gives the homeowner a false sence of security.
