it can be a few minutes or a few years! Some people are scared of ruining their friendship by asking the other their what feelings are or making a move and getting a negative response

Why does have to be friends OR lovers? Best friends make the best lovers. Actually best friends who are MARRIED make the best lovers, but that's another issue.
Quite frankly, I don't think such a decision is hardly ever made. We let our emotions and circumstances guide us, so we go with the flow, we don't say, "OK, I'll be friends with you, but I'm going to date you"

It depends on the people, how long they've known each other, hom comfortable they are with themselves etc etc.
It's not a simple case of "one week", it might be a day, or it might be a year.
