no you want to use something more dense than cake flour. if you try using it all the choco chips or whatever you are using will just sink to the bottom. cake flour is the best for cakes hense the name =). try pastry flour it's the best for cookies.

No, but you can make cupcakes. If you try to make cookies, it'll just turn into a circle cake. It is too... watery for cookie dough. You can just buy cookie dough, or make it from scratch.
