For the new generation maybe, if schools taught them right from Kindergarten.
Govt could make strict rules and impose big fines for littering and spitting paan.
(Singapore fined anyone caught chewing gum ! They have the cleanest city as well as least maintenance on otherwise gummed-up streets/public transport vehicles/etc.)
Govt could make municipalities clear street garbage bins more often (rather than once a never as in Calcutta) and provide more of them.
Govt could instal more public toilets and fine those caught using the gutters.
Govt could impose rules on street food sellers and fine those who discard fruit peels, etc. on the street.
People are poor, so fines may be a good deterrent to unclean behaviour.
Advertising campaigns may help but it will be a long road to changing mindsets in this culture.
Teach the young and hopefully they will monitor their elders.

We Indian already know the importance of cleaness. there is not doubt about it. right from ancient time. We keep living area quite clean.
But unfortunately we are still far from keeping public places clean besides our own residence. This is social problem and there are so many social reasons behind this unwanted social behaviour.
Govt can take few harsh steps to force people to keep the evironment clean. but it would be better to make people aware of this.

I believe that you are talking about the general environment in India. Positive approach is through educating the younger generation who are still in school, so that the future generation will take the intial steps. In the mean time , a general education through posters and ensuring adequate bins are provided for disposal for the general public. Getting organisation and school to organise mass cleaning campaign on a weekly basis, which would indirectly embarass those culprits who has been indiscreetly disposing rubbish

Its not that ppl in India are not concerned abt cleanliness. Self-cleanliness is important & one cant always blame the govt for everything. Children should be taught the importanece of cleanliness right from home & we should be role models for them. Govt shd ban literring, spitting, urinating in public spots, heavily penalise offenders. There are rules bt nobody follows them.

if you go back history Indians are most clean people,They use to take bat for all ceremonies and death and once u come from out side again bath but things changed lately but one day it will be back on the track

Even if Indian public ever came to know the importance of cleanliness in their entire life,they would hardly think of practising it themselves coz they have remained with this habit for such a long time that even if they come anywhere near to a place that is clean they seroiusly think that they have landed on an alien world.
