Depends on the malt beverage. Some malt beverages have a pretty high alcohol content, while others like plain wine coolers are pretty low.

You can only ferment (sugar, yeast, grapes...whatever) something and get 14% alcohol content. Any stronger alcohol content (gin, vodka, etc...) has to come from distillation (evaporating a fermented liquid and capturing the alcohol in a "still", hence distillation). You can have any fermented beer, wine, or malt beverage with an alcohol content up to 14%. Sierra Nevada makes a brew called Bigfoot Ale which pushes 13%. Wine itself can have 14% alcohol by volume, and most wines do (it'll say on the label). Once a bottler dilutes it with whatever they choose to call it a wine cooler, alcohol content gets diluted down to about 6%.

To totally screw with you into thinking you're getting something you're not, something like a Bacardi Breezer has NO BACARDI, it's some crappy malt liquor that Bacardi can market differently because they are using malt liqour to market their rum. Like Smirnoff Ice appeals to younger drinkers who will like the malt liquor in high school then as they get older and outgrow "wine coolers" Smirnoff has them by the marketing 'nads.

I'd say on average, malt beverages have a higher alcohol content. Most beers are under 5% (Heineken is ~5%, Corona ~3%), while malt beverages like Smirnoff is 7%.

Well most beers and wine coolers both usually have a 5% alcohol by volume I think. But it seems that beer gets me drunk quicker so I don't know if the alcohol is stronger in beer or what, but it seems like it's stronger in beer although they both have the same alcohol by volume. I guess it may just be a personal experience, but if you go by what it says on the label then they are equal.

any malted beverage such as beer or coolers must be labeled as a malt beverage if it's alcohol content is greater than x%.

Wine coolers or the like are generally lower in alcohol. 4.0% - 5.5% abv. Beers can get up into the mid 20% range. But aren't very palatable

varies from one to another. check the bottles for abv. most are in the 4-7 % range.
