Professional female boxers are required to wear plastrons or chest protectors during the fight. These are designed to prevent damage to the sensitive tissue in the event of a chest shot. Given that this protection is mandated, I would say that there is no foul or violation for a punch to the chest.

Women have to wear chest protectors when they're fighting, or at least that's what I had to do in karate class.
