Candies are good. Also, depending on what people do in your office, there are other things. Like, if people do a lot of waiting (like a dentist's office, for example), a VARIETY of reading material is nice (nothing worse than a waiting area with only "Self" magazine). Also, a coffeemaker with fresh coffee and a supply of creamer and sugar is always welcoming, if your office is a place for adults.
I would need to know more about what kind of business it is to make more suggestions. I mean, a friend of mine was VP of the Internet group of MTV before the division was phased out, and he had an electric scooter plus Nerf basketball set up. And they always had bagels and pastries laid out for the employees. That was a very fun office to be in, inasmuch as work space can be fun. I wouldn't recommend something like this for the office of a mortician, though. It all depends on what kind of place you are running.

If you're in a university, keep some course catalogs around, maybe some brochures about internships and study-abroad programs, and some interesting general-interest magazines like "Harper's," "The New Yorker," maybe, like, "The Economist." Definitely coffee, since students tend to stay up late studying and love free, good coffee. It would help to make your office "bright" and cozy with some flowers and plush carpet, since university settings are generally blah and institutional. Ditch the standard-issue furniture and get something comfortable for people to sit on. Make your office a little "oasis," something with a different feel than the other spots on campus. Dimmer lighting would be good if nobody has to read and sign stuff in your office, since fluorescents, prevalent on campuses, get wearying to the eyes.

Candles might not be such a good idea, especially if students and other visitors have allergies. Watch the scents you have in the office because of that.
Comfy chairs, not those hard straight back things. Pictures of your family and or pets. A few nice green plants. Maybe some magazines if they have to wait . Soft piped in music nothing to jarring. Tea, coffee or juice or water. And of course being friendly but professional at the same time.

Candy is a good start. Do you have a lounge or sitting area? If so, place some current magazines so visitors can read while they wait.
Perhaps put some some nice art/prints or posters that reflect the office philosophy or show some 'calming' and "restful" images.
If your office is conducive,play some soothing music- like classical, new wave or light jazz.

Put some green plants in the front entrance & room corners to make the room looks more calm & relaxing. Most importantly, it's the office people that brings up the friendliness. Try to bring up the positive and cheerfulness of the team.

Candies is a good start, but can still appear to be only for employees. Put fresh flowers out if you can, current magazines such as People, etc. and also maybe some neat-to-eat baked goodies, like cookies, with some small napkins.

Make it a little bit less "corporate" per say, less stiff. Put the candies in a friendly colorful bowl that says, "Don't be scared, take one!" With a smiley face. Make it less boring and try not to be frowning when people walk in, and be relaxed when you are sitting in your chair. Subtle color should work just fine. Maybe a painting. Oh, and chairs that spin!

Put out a dish of individually wrapped candies or gum. Pictures of your loved ones, your pet - are always good. Make sure your chairs are comfortable. Do you have artwork up? How about a nice green plant?

depends on how long they'll have to wait for thier appointment, as to what you provide for entertainment, such as a t.v., will they have to bring children, perhaps a childrens set and play area, a nice soft background , relatively soft and supportative chairs, chase's , perhaps a coffee pot with cups that can be thrown away with sugar and cream provided,depends upon the type of office , length o0f wait, do you need to accomidate children, or other persons having to be brought to your waiting room such as handicapped, etc. you should provide the type of office you are trying to make up..
