The seller sets the rate for shipping and handling. Although ebay rules state that a seller cannot overcharge for shipping and handling, many sellers charge really high rates and get away with it. The reason they do this is because they offer the item for a very low price and then jack up the shipping. Since ebay doesn't collect fees on the shipping, the seller pockets more money. Also, they are hoping you won't pay attention to the shipping until the auction is over.

That's the deceptive marketing that most seller on eBay conduct while selling stuff. Since a lot people sort item listings by price from low to high in order to find out which one they are interested. Hiding the real total cost of ownership (TCO) in s&h charge is a good way around eBay's fee charging mechanism as the fee is only a percentage of selling price excluding S&H.
