Depends on his age. If 14 or older he should be able to tell if he is cold or not. Just make sure you have the jacket available for him.
If he wants to freeze his butt off just to look cool, let him.
Stupid is as stupid does. Sometimes a person needs to learn on their own.

I would say NO. I have a 12 year old son. If it is not above 55-60 degrees outside, he wears a light jacket.

If you'll feel uncomfortable in a short skirt and a tank top, your son would definitely be uncomfortable in short sleeve in a 45 degree weather.

Children get colder faster than adults. At least give him a light jacket until the temp gets above 65.

Everybody's body comfort is different. I would let him wear it, just take a jacket along with him just in case he gets cold. Even on 90 degree days, the building inside is cold, so i have to take a jacket along with me.

Err, probably! Not if he's a motobike racer or a fireman, but otherwise I should think so!
Surely he can wear a divers helmet and a tutu if he's warm, happy and safe? What a strange question!
Ahh, 45F! Sorry, we use Celcius in the UK, now I get it!
Depends on his age. Too warm is usually better than too cold in most circumstances.

How far above 45? Can you specify? If it isnt too much warmer, then I would say no, but let him go outside for several minutes and feel cold like that

Let him wear what he wants. It doesn't matter if outside is cold,it matters if your son feels cold.If he feels cold,he won't feel comfortable and he'll get ome to wear smething else.If he feels fine with the temperature, let him goit's OK.I always treat my children that way. They choose what to wear and when they go outside and feel cold(or hot),they come back and change clothes. But the difference is that this time THEY chose to change the clothes and didn't listen to scolding from me.
