If the other puppy is going in the house than your puppy is only marking it territory in the house, it would rather smell it's own stuff that some other dogs. Start taking it out more frequently and everytime it goes in the house do what you so and then put it outside for like 30 min. so it knows that it's in trouble for going inside and it learns that you want it to go outside. I would also advise your roommate to train their puppy so your house doesn't stink like urine and a dog pound.
Good Luck!!!

We housebroke the mighty Daemon, an adorable labby by doing the following
When he was very small, we took him outside every 2 hours and told him to "potty potty potty". When he did, he was praised.
When he didn't, he was taken back inside with no praise.
If he started to go in the house, up he went, and out he went and we said "potty potty potty"
We repeated this until he went on command
Then the first time he asked to go potty, he got a big praise, a treat and a snuggle. And we said Potty potty potty as he went.
As he grew older, we didn't need to take him out as often.
Then he just got it.
The key for us was linking sound, place and action.
I think it took us maybe 8 days to get him asking and about 3 weeks to avoid most accidents. Within 6 weeks, poof, we had a house train puppy

Cage training for me was the easiest. Dogs won't use the bathroom where they sleep. It'll take a couple days for the dog to get use to being in a cage. When the dog starts whining or barking for attention, ignore it. If you respond, it'll associate whining for freedom, so only let it out when it's quiet, and take the dog straight outside. Having a cage for your dog is good for other reasons also. Just like you, your dog needs 'alone time', and you'll be surprised how your dog will go to it's cage on it's on. Be patient, it does take some time.

Take the puppy outside and wait until he make and then immediately bring the puppy inside and give him a treat once inside...

After a while he'll get the picture and know what is required of the puppy. The trick is to bring him right in after he does his business.

Check with the vet for more tips.

Use a crate when you're not home. Put a bell by the door so he can ring it when he wants to go out. Praise and treat him when he does good. Stomp up and down and yell at the poop he did in the house. Never yell at the dog.Take the poop outside and show him where it belongs. Give him a code phrase for poop time, like "do your business".

you need to get a dog crate just big enough for your dog to spin around in,you can get a bigger one, just block it off so its smaller, crate is not for when the dog has been bad, when you leave your house put your dog in there with dog bed, give your dog a treat he won't go where he sleeps, that carrys on to your home, you also need to take the dog out alot reward w/treat when the dog does it's thing. this worked for my neighbor she put a bell my the door and rang it when they went out, shortly after the dog rang the bell when it wanted out, good luck.....

what i did was if my dog peed inside, i took a rolled up news paper and brought him over to the spot and hit the GROUND next to where he peed, i also said "No!". then i took him over to the door and took his paws and made him scratch on the door while saying "go potty?" or "do u want to do potty?" then send him outside for 10+ min. if u repeat this the same way each time (so as not to confuse the dog) he/she will come to understand that if it wants to "go potty" then it has to scratch on the door.

crate training is the best way.....word of caution.... only keep your puppy in the cage as many hours as it is old....3months=3hours max up to 8 hours a day maximum ...always take them out after playing, sleeping and eating.
