People often point out others' rudeness (such as comprehending others' looking out of curiosity as "staring") with excessive scowling, but can that be translated into pointing out another's mistake? Isn't that rude?

It can't necessarily be "translated" into pointing out someone else's mistake, but it could be interpreted as that.

There are a lot of reasons people may scowl, including, sometimes, having a face that looks like its scowling just because it isn't smiling. Certain eyebrows and certain droopy
lower faces can look like they're scowling just because the person isn't smiling.

There is, however, a certain type of scowl that someone may do in obvious contempt of someone else's actions, and the person who chooses to use the dramatic scowl (sometimes accompanied by the eye-roll) is definitely being rude.

not always, depends upon the context, my father had a stroke at 29 years of age his 7th facial nerve was damaged, his mouth drupped into what appeared to be a scowl, his face had a fixed position that looked like a scowl, but he was the most loving caring humble person anyone could ever ask for as a father and mentor. to cop an additude would be your first mistake , your second one would be not to ask the man if something was wrong and get an immediate response one way or the other
and then to also take into consideration that persons rights to not only have an opinion but express that opinion in the form of a scowl or smile or even to realize yourself that a scowl , a smile an look is something every one being born american has as a basic right too, if you are feeling offended by the context of that persons opinion, the best way to leave it is the way you found it, by a simple expression of making them realize that you are giving them thier basic rights by simply saying( you are intitled to your opinion, irregardless of how-ever right or wrong dumb or smart of you !)that leaves that person reeling in surprise at number #1, you are big enough a person to realize that an opinion is simply that (an Opinion) it is not a law , nor written in stone and further that you are giving them thier rights to thier opinion and it then leaves them looking pretty shallow at trying to intimidate thur a mere opinion.leaving them to wonder just how it really looked to others standing around on looking, dumb or smart ? they are having to re-evaluate thier own behaviorisums.

Have you ever consideredt that the person who is 'scowling' might have Clinical Depression????

Maybe you could talk to this person and ask them how they are doing instead of judging them???
