The repair shop has to pay disposal costs which it receives from you. The EPA needs fees to finance enviromentally efficient disposal processes.

As in sales tax, the state gets sales tax and EPA fees, minus a small percentage the shop keeps for collecting it and filling out forms. It varies by state, but averages 0.0125 of the total.

The guy who doesn't care about the enviroment so for 10 dollars he'll load up a truck load of tires and after buying a case of beer for riding around on country roads pitching out tires...then we pay a dot cleanup worker to load it on a truck and the state then pays to dispose of it.
oh, they all say we pay alot to do it right but with homeland security an issue enforcment is slack.
the best thing to do is dispose of the stuff your self through a reputable business.and stay off the country roads after dark.
