there are a few sylvanias out there that the factory has published a service flash on about a speaker hum when the set is off. not knowing the model number of your TV no one here can really tell you anything specific

Many TVs are not completely "off" unless you pull the plug. They have a stand-by circuit that draws a tiny bit of power for two reasons - so that you can turn them on with the remote control and also to speed up it the time it takes for a picture to appear.
Nevertheless, if it makes noises then that means it's either a poor design or a defect. I am guessing that this is not a name brand TV? Is it some weird discount brand? If so, then it's probably just a bad design.

Today TV's do not turn off persay. The screen goes off but the set is still on, thus we now have instant on. The uummm sounds like a transformer going bad. Also cell phones placed next to speakes will cause the speakiers to make a noise.

I have spent most of my life repairing TVs and my best guess is that the sound amp chip has a dry soldered joint which means that it requires re soldering. This fault is very common on vertical amp chips which are very similar to the audio amp chip which gets the same problem except of course with the vert chip dry jointed then the picture displays vertical faults intermittently, Any way give it a shot !!

If it makes a noise like:
Pik-pik-pik... pik-pik-pik... piiiiiiiiiiiiiiiiiiiiik
...then it's probably a digital wireless signal, such as that from a cell phone or wireless router. Move the interfering device away from the TV and everything will be fine. It's the only thing I can think of that could affect a TV while it's off.

It's called White Noise...It has nothing to do with the television or anything like that...there is someone trying to come through to you and let you know they are there with you from the other side

Everything around you picks up radio frequincy signals. Soetimes we hear it when we don't plan on it.
Hapened tp me with computer speakers even when it was off.
