There is a serpentine belt driving the power steering, alternator and water pump. If you can turn the wheel, your water pump is working.
The fan doesn't come on, because you've overheated the car frequently enough there isn't much coolant left in the system.
The root cause is the thermostat. Change the thermostat, put on a new radiator cap, flush the radiator, and install non-phosphorous long life coolant.

air is trapped inside the engine follow Saturn Instructions for coolant bleading there might even this brass bleader some where on the engine to let the air out or small hose at the top of the engine you have to remove to let the air out of the cooling system, OH YES it is overheating inside the engine block thus the boiling over but the air around the water temp sender is not reading actual coolant temp just 230 degree air or normal operating temp. That is why the fan sensor is being fooled too! always use proper coolant mixture 50/50 water mixed in orange or green see owners manual dexcool orange color or glycol green.

Yes, it could be any of them. First, I'd do the radiator cap, or coolant fill cap, as they are supposed to hold pressure. Next, I'd get the cooling fan tested, to make sure its not bad. If its good, then check your hoses to see if they are in good condition. Then also you should check the thermostat, and make sure its working properly. Also make sure there is a belt driving the waterpump. Sounds silly, but maybe could happen. Hope these help a bit.

check your thermostat, if that doesn't work, make sure your temp sensor wire is connected and of course that the fan relay is working. if the car is sluggish or running rough, it may even be your head gasket or clogged radiator...i don't think water pump because you would have water leaking from the pump area

It could be that the fan is broken or maybe the thermostat is not working so is not sending the signal to the computer when the engine is getting hot to start the fan.
Take care of that ASAP because remember that could damage the engine.

I have a Saturn that eats the temp sensor les then a year on # 5 now . Sensor goes to computer for fan ,gauge, and trans shifting. change the sensor if it over heats befor it gets past halfway.always works for me.

If your guage is reading cool...and your fan is activated by the guage...your guage / sensor may be bad....if the fan has it's own sensor...then it may be bad also...not common...if it WAS the thermostat...the guage should read hot....check your anti freeze/ anti boil mixture...should be @ 50 / 50 mix W distilled water ..any other mix will depend on climate where you are...tester is available for @ $5.00 at any auto parts store...good luck

the water pump is chain driven, its possible that the chain broke and the water pump is turning..... beleive me it drove me nuts
