Proverbs 9:10-13.
"The fear of the Lord is the beginning of wisdom, and knowledge of the Holy One is understanding. For through me your days will be many, and years will be added to your life. If you are wise, your wisdom will reward you; if you are a mocker, you alone will suffer. The woman Folly is loud; she is undisciplined and without knowledge."
It's not as short, though.
Try this:
Folly is loud and obnoxious; be glad in the fear of the Lord which is the beginning of understanding and wisdom.

Well, I'm looking at this and I tell you what I'll do, I'll trade these sentences and give you some scripture instead.
In Matthew, Jesus said, don't worry about tomorrow, today has enough trouble of its own. He said not to be anxious about anything, but in all things, bring our requests to God. I can't think of any verses about not being too happy.
The second part, there is a bible verse, "fear of God is the beginning of wisdom".
