Although neither exist, if you brought a person from 2000 years ago and put them on earth today, in a modern western nation, they would think they were in heaven--good nutrition, great education, opportunities for anyone who takes them and far more leisure and recreational time than ever could have been imagined even 100 years ago. People live longer, are healthy, and don't hack each other up with knives and swords or spears.
People continually seem to see the negative of modern society, but picture times not so far past when you were lucky if you lived to 35, most of your children died at birth or in infancy, you seldom had enough to eat, you worked from sun up to sun down every single day, disease ravaged your family and community, and you had little organized protection against other communities who wanted to steal your land, rape the women, and enslave the children.

In my perspective I believe we are ever closer to hell. Anytime I, or anyone else feel like leaving this place because of some traumatic event or when we can't pay our bill on time(for instance):), I feel I am in hell. This world has so much gunk in it, so polluted in every way, physical, spiritual, mental, and the world is also upside down. What was right is wrong and vice versa. Left is right and vice versa. The innocent is no longer protected, the guilty is set free. Racism been here forever and will continue to be. Yeah, we are close to hell or already sticking our toes in it.

I assume from your question, that what you really mean is, Is this world living more in a Godly manner, or in a manner which pleases the devil. Rest assured, God is not at all satisfied with the way in which this world is operating today. And the devil is running wild, getting more people every day to live their lives in a way which pleases him, not God. I believe that this world is farther from God today, than we have ever been since the days of Adam and Eve. I believe that there is more sin going on today, than ever before. Just open your eyes; murders, rapes, robberies, and sin of every kind. And I believe that if this world, America included, does not begin to fall on their knees before God in repentance, that we are going to see the moving of God's hand in a mighty way; and it is not going to be pleasant what we see. I believe that this world is closer to Hell that we have ever been before; if that is the way that you desire to speak it. May we all humble ourselves before the mighty hand of God, and ask for his forgiveness; for we most truly are a wicked generation in his eyes.

Neither. No matter how you look at it, they are equally apart from this world. Hell is just as much worse than this world as heaven better, and the converse is true as well.

It is closer to hell.
People are selfish, self-serving and greedy. We rebel against God and crime and suffering is rampant.
Satan is the prince of this world and soon, all the world will wonder after the evil beast.
