A 12 year old should go to bed by 9:00. they should be doing some thing that will relax at 8:00 ie; talking a bath, reading or watching tv. Yes some say tv is bad but with the right show it is a good thing. This way they will grow sleepy and will not want to play as much when they go to bed.

Since this is a time of substantial growth spurts, it is advised to get as much sleep as required. An adult needs about 7 hours of sleep everynight, while an adolescent needs somewhere around 8-10.
If he/she needs to be awake at 7am, make sure he/she gets to bed by about 9-10pm. The only way to make sure this happens is by enforcing it everynight for a long time, don't give up because if you do once and a while it will turn into a later bedtime slowly but surely. Stand your ground.
During the weekends try to extend this bedtime to around 12pm, unless they have anything they need to do in the morning. This is because on weekends they can wake up when they want to and when they are ready.
During the summer you shouldn't really put a limit, just make sure they are getting enough sleep to not become ill.
