If you are only going to smile at them because they smiled first...then that says you are a phony. Personally, I would rather be considered rude by someone who may have misinterpreted my not smiling as rudeness than to not be a genuine person. There are waaayyy too many demands on us these days to SMILE, be perfect, be funny, be perfect, be witty, be perfect.
Maybe, I just heard some really bad news. Or maybe I don't feel well. Or maybe I just got fired. You don't know what is going on in the other person's world at that moment. And to believe that they must smile back at you just because you want them to could be considered controlling.......what do you think about that?

The person who initiated that friendly gesture will find it rude if his/her objective is you.
But if the smile was directed in your direction but not meant for you, then I think it will be awkward to smile back.
But if you are already feeling sad for whatever reason, not smiling back should be alright. Just that be nice enough to tell him/her why you are not feeling happy enough to response.
One possibility is that you might be in a world of your own and not notice the smile.
And sometimes for safety reasons, if the person is someone you dont know or looks dangerous, not smiling back is necessary.

Yes it's rude if you don't smile back.
But consider this: If you smile at someone and they don't smile back, maybe they are thinking to themselves about something, in their own world, maybe something really terrible just happend to them and even though they look at you they don't really "see" you smiling at them. You never know what's going on in other peoples lives. Try not to judge just go on about your way.

It's rude. Smiles don't cost anything... It's not like you'll have to marry the person because you smiled back!
