I once heard you can. Though the chance is smaller since the contact is between an oral fluid and a sex fluid, and not between sex fluids directly, there is still a chance that the virus can travel from the saliva to the genitalia of the other person, or at least so I've heard.

Yes. The HIV virus is transmitted via body fluids, which includes semen. So if the person giving the oral sex has got the minutest oral lesions, the virus can be transmitted.

Semen and Vaginal fluids carry the HIV virus in much higher levels than siliva. HIV needs to find a way into the blood supply of a potential victim in order to infect a white blood cell. (Helper T or CD4 cell).
This basically means that it is the person who is exposed to the semen or vaginal fluids is much more likely to get infected than the person receiving who is exposed to just infectous saliva. But do you really want to risk a lousy orgasm with to potential of acquiring a deadly infection?

Of course yes if the partner is infected. If both partners (or all partners are healthy and disease-free) then sex is safe, oral or any other way.
