I think both. If the boy wants to then he sould ask, if the girl wants to she should ask. Why do we feel like we always have to play games?

It depends on what kind of guy you're looking for. If you want a traditional, conservative guy, then you should wait for him to ask you out. If you are comfortable being more assertive and liberated (not having doors opened for you, paying for the dates, driving him around, etc.), then go ahead and ask out whomever you want.
