you seem to be looking for a layman's explanation. the best laymans explanation is this

think of how much it hurts to put the 9v battery on your tongue for 1 second. now think how long it would take to make a new 9 volt battery go dead by keeping it on your tongue, it would take many hours, right? now think if you could take more of the battery's energy and put it into your tongue at one time, so that it would only take 1 second to make the battery go dead, that would hurt a lot right? its something like that.

Its not the voltage but the current.

A voltage doubler can create 18v from 9v DC. A step-up transformer can create 100v from 10vAC.

An amp is defined as 6x10^19 electrons per second (1 couloumb). If that same 6x10^19 electrons is discharged in 1/100 second, thats the equivalent of 100 amps. A large capacitor can be charged to thousands of couloumbs of electrons over a long time period, and then discharged over a short period, resulting in a potent current zap.

The battery charges capacitors. Capacitors hold voltage differences but not very much current. When the tazer is fired, it shorts the capacitors and the voltage is fired. High voltage but little current is why the person is not seriously hurt.

have you ever stuck a 9 volt battery on your tongue. tingles doesn't it. well when they make a device to put pure energy from one point to another it sure as hell can hurt
