My son has been in prison for the past 8 years and now being released wants to get a drivers licence that is now clear of all past DUI's in Illinois

If he has been in prison for eight years and all of his previous charges have been cleared up he may not have a problem getting a license in any state because most DMV records attach for only seven years. If his prison term was for driving related behavior he may not be permitted to drive as a condition of his parole. And if he is on parole he cannot go from state to state without permission. You want to avoid getting him in more trouble unless he liked prison and wants to go back.

In this day and age I don't know of any states that don't require a history. In many ways you can thank the trucking industry for that. Truck drivers would get license in other states when they got too many speeding ticket in one state. Now with immigration, terrorists, and computers, there is no where to hide.
