Im kinda sprung on my neighbor the only problem is we dont talk, i mean every time i take out the trash he stares like crazy and he recently sent me a message saying "you see me all the time dont be afraid to say hi" but Im really shy and I wouldnt know what to say, we have a lot in common but still. Do you think he likes me and how should I continue getting his attention if he does like me?????

Oh yeah he likes you!!! But you don't need to try to get his attention, you do that great naturally already.......... When you see him just ask how is doing and the rest will follow, Good Luck

Next time he's outside, you go out too.
If you're REALLY shy, then get some lemonade and make an excuse to go over to him and give him some too.
If he does like you then you should know once you start talking.
