I am considering starting an online petition for a two-tiered internet as apposed to the "net neutrality" issue that has arisen as of late... how can i start a petition that is completely legal and that can be sent to the government in an effort to persuade them? Thanks

BTW, this is a national issue, the state can't do a thing about it...

You could use this website. They will set up your petition and send it to the correct body. www.petitionthem.com. But each state has different criteria for petitons, meaning different number of signatures needed based on the previous national voting records. Look at your state government's website for that information.
