I think it should be mandatory that people speak, write, and understand our language to become a citizen. I would learn another language if I moved to another country. It is common courtesy.

ABSOLUTELY YES!
Must be able to read, write and speak English according to our law. This is listed as a requirement for citizenship along with understanding our basic civics and taking the oath of allegiance. http://www.uscis.gov/graphics/services/natz/English.pdf
page 56-57
There are only 3 exceptions to this requirement and most applying do not fall under either of them.

You're supposed to be able to do all those things. And when you become an American citizen, you give your allegiance to this country and not another one, like, say, Mexico.

Proficiency in the English language is only an advantage but it is not required in acquiring American citizenship as long as it was proven that your allegiance was removed from your mother country.

The citizenship test is only administered in English, but the questions are easy enough for you to answer if you have basic English skills.

No, but it would be way easier for them in the future to go ahead and break out the spanish or whatever language to english dictionary, and try.
