Last year the number of dogs registered as Bassets ranked them as 27th most popular breed. They have a lower ranking than they did in 2004, which is a Very Good Thing. (considering the numbers - had to edit my sentence here - they were 25th most popular in 2004)
What the number means is that the number of dogs that were given AKC papers was highest for the two retrievers this past year. The number does not mean the total number of labs and goldens that were born. Many people do not register their dogs and they breed them anyway, so to get statistics on the number of Bassets for example, look at the chart and you'll see 9815 individual Bassets were registered in 2004.
Now look at the number of Litters that were born to Bassets on the next chart (registration statistics) = 4469
Calculate that 9 815 / 4 469 = 2.19624077 so that means that two pups were born in each litter.
Bassets normally have about 8 pups per litter, so more than half of the puppies did not get registered. Lotsa people stick the papers in a drawer and don't bother.
So that means in 4 469 litters, well over half were not registered. So the total number of bassets born in 2004 was probably closer to 26 814 dogs born in "recorded litters". So this doesn't count all the litters that were born in some garage or living room where the people didn't bother to register.
Now that's a lot of bassets! So that's what the number 25 means. (high popularity means more disease and bad breeding is going on, more people not qualified to own them are buying them - low popularity means different things, depending on your perspective as a population geneticist or rescue worker)

AKC = American Kennel Club. The number represents total points earned in competitions, i.e., AKC dog shows. The number of points you earn depends on where you place and the size/importance of the show, as determined by the AKC. After earning a certain number of points, a can earn the title "champion."
First place at a qualified show earns you maybe 5 to 15 points. So a dog with 25 AKC has probably attended a number of shows with some success, but it's hard to say much beyond that without the details.
