It says paper jam right when I turn it on, not when I feed the paper.

Your printer is confused?

No, seriously... there could be a little piece of paper jamming it or if the paper will not feed it could be reading it as a jam. Also, if the edge that feeds in is not completely straight and your printer is picky it could be that too.

If it is one of those huge printers, try removing the print cartridge to see if there is paper under there. I've had that same printer problem before.

There could be a loose connection in the printer's wiring or a bad limit switch in the printer.
