Since you have tried several cable boxes and they all have had the same result, it is very likely that the problem is your TV. Assuming it was working sometime in the past that is. Unfortunately it sounds like the Vertical controller on your television set is broken. This is a common problem among older television sets, primarily CRT sets (Picture tube). It is usually an expensive repair, not expensive for the part, but for the labor. If it is a newer TV set, it may worth your time to take it to a repair shop. If it is more then 4 or 5 years old, it is probably less expensive to buy a new TV. If the TV set never worked with a cable box in this location, try the same box on another TV. If that TV’s picture is also rolling, then your set is fine.

Something to check before you decide your course of action though, many TVs have a vertical controller. It could be a knob or a dial somewhere on the set itself. If you do find a “vert” knob, simply turn it to increase or decrees the rolling picture. If you don’t find the knob, your not going crazy, not all TVs have them.

I hope this was helpful.
