Have the Idle Air Control valve checked. I think this is your problem. The IAC valve controls the amount of air going into the engine when your foot is off of the gas and the throttle plate is closed. The part usually costs around 75 bucks and another 30 or 40 to install. Good luck!

There is a spring in your transmission that tends to get stuck making your rpm's rise and then fall back to normal. I had the same problem with mine and the mechanic said that he could fix it and it was a big problem with those few years of thunderbirds, but it doesn't hurt the car to leave it how it is if you can deal with it. By the way, keep an eye on your heads on your engine. I blew mine and I also talked to someone who said that is another chronic problem.

Mine does this too. the rubber gromet for the transmission kickdown cable rots away, and the cable comes out, falling behind the throttle linkage making it stay revved. i bought new gromets and now it works. also, when my idle air controll module went out, the car idled at about 2000. it took me 5 min to change it, but it cost around $90. if it was older, you could check the cars computer yourself, but it should have OBDII and u need a scanner.

This used to happen to me all the time in my 1984 Ford Tempo. I kind of liked it, it was like cruise control all the time. ;-) As you describe it's really not all that unsafe, I think you can get used to it and not worry too much, especially if you can't afford repairing it.
However, I am not a mechanic and don't want to actually be responsible for your safety so maybe you should follow someone else's advice. But I never minded it, and it never caused me any problems.

check the cable make sure it's not hanging up on anything if it seems ok check the idle screw

problem is you don`t have the money to fix it the PC inside is running it and the there is o2 sencers relays etc.
