there is a very wide range for what is considered normal farting. Around 14 farts per day is probably average, but the standard deviation is huge. BTW, if diet is controlled for it's about the same between men and women.
There is no known culture where farting close to another person is considered acceptable behavior (well, maybe folks in the taliban get off on it).
Livestock (especially cows) release way more methane than your brother possibly could even if he tried and ate 9 burritos. But volcanoes are much much worse for the ozone than cows even if they ate burritos all day.
There are lots of things people do that affect the ozone and cause global warming, farting is pretty low on that list though. Encourage your brother to participate in recycling and turning off light switches to save energy to make up for all the damage he is doing with his butt.

Yes. A fart is mostly methane gas. In theory, this should contibute to the grenhouse effect. I do not think it puts a hole in the ozone though.

According to "experts" those giant pig farms in North Carolina put out so much gas that they could fuel all cars for the next 1,000 years. Yet they let it escape into the air and kill the ozone. It smells just like those "cons" in the "con"gress.

yes it does, because farts consist mostly of methane, a very powerful greenhouse gas. it won't harm the ozone layer, though, because that is harmed by cfc's. if your brother farts them i'd urgently send him to see a doctor...
