An ocean is the name we give to various bodies of salt water such as The Atlantic or The Pacific. The sea refers to all that is not land. It is not a specific area or place such as The Baltic Sea or the Mediterranean Sea just sea.
For example: My brother has gone to sea.
Do you know where he is? No. except that he is a sailor and is on a boat somewhere.
The answer is the sea. Because it covers all bodies of salt water around the world of which the oceans form part. However, if you compare specific oceans with specific seas, the oceans are bigger.
